COP29: The Next Frontier in Global Climate Action

As the world grapples with climate change’s accelerating impacts, COP29, the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), emerges as a pivotal moment in global climate governance. It takes place November 11–22, 2024, in Baku, Azerbaijan.

 

What does COP29 mean?

An annual global climate conference is called COP29, or the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC). It convenes delegates from almost all nations to deliberate and bargain on international climate policy and initiatives. All 197 nations that agreed to the United Nations’ first climate treaty in 1992—which called for combating “dangerous interference with the climate”—are members of the Conference of the Parties (COP). Berlin, Germany hosted the inaugural COP meeting in March 1995. The event will take place this year from November 11–22, 2024.

What is the COP29 plan?

Like its predecessors, COP29 will prioritize furthering the objectives of the Paris Agreement and the UNFCCC, including initiatives to reduce global warming, prepare for the effects of climate change, and raise funds for these endeavors.

Who is COP29 president?

In a letter outlining COP29’s vision, Azerbaijan’s Minister of Ecology and Natural Resources, Mukhtar Babayev, presents the incoming Presidency’s focus on “enhancing ambition and enabling action.” Themed “In Solidarity for a Green World,” COP29, held in Baku in November 2024, is framed as a critical test for the Paris Agreement, with the new collective quantified goal (NCQG) on climate finance as the centerpiece.

The two key pillars of COP29’s vision are:

  1. Enhancing ambition: Keeping the 1.5ºC temperature goal within reach through strong nationally determined contributions (NDCs), National Adaptation Plans (NAPs), and engagement in international cooperation.
  2. Enabling action: Supporting implementation by agreeing on a fair and ambitious NCQG on climate finance and operationalizing Article 6 (cooperative implementation).
The letter also highlights milestones such as a high-level retreat in Azerbaijan, NCQG negotiations led by Denmark and Egypt, and events during COP29, including a World Leaders Climate Action Summit and thematic days to share best practices. The focus will be on finance, Article 6, loss and damage, mitigation, adaptation, and transparency.
